Equitable Distribution (ED) 

ED is defined by the SCSEP funding appropriated by Congress which determines how many authorized positions (AP) are available in each state. Within each state, the distribution of AP to the counties is determined by each county’s percentage of the SCSEP-eligible population in the state, as determined by the Census.

Also, ED is the obligation to serve each county in accordance with its number of positions and ensures that every eligible individual in a state has an equal chance of enrolling in SCSEP.  ED ensures that every eligible individual in a state has an equal chance of enrolling in SCSEP. Without ED, grantees would have powerful incentives to serve predominantly areas where the host agencies and jobs are located.

ED is updated in the GPMS ED Report quarterly with the posting of the current enrollment data. The AP remain the same throughout the program year unless there is an approved swap of positions.

Equitable Distribution Reports:

Enrollment data are updated quarterly which provides a snapshot in time that reflects any variances between enrollment and MP and AP.  The AP remain the same throughout the program year unless there is an approved swap of positions.  The MP can change annually based on any increase in minimum wage.  The ED report allows the grantee to monitor the effectiveness of recruitment in order to enroll participants to meet the required ED. Grantees are not expected to serve every county at the precise ED level at all times. Examining the trends over time is essential. 

ED reports are submitted to the Department on an annual basis.

  • State grantees submit two reports: the Grantee ED Report (form 8705A) for their individual grant; and the State ED Report (form 8705B), drafted jointly with the national grantees that operate in the state.
  • National grantees submit only the Grantee ED Report (form 8705A). National grantees must participate in the State ED Report.
