Older Workers
The Senior Community Service Employment Program (SCSEP) is a federally funded program that helps individuals aged 55 and older enter or reenter the workforce. SCSEP provides part‑time, subsidized community service assignments that help participants build skills and transition to unsubsidized employment. Eligible participants must be at least 55 years old, have a family income at or below 125% of the federal poverty level, and need additional support to become job‑ready.
SCSEP participants serve in a variety of nonprofit and public organizations including childcare centers, senior centers, schools, and hospitals training practical experience while supporting community needs. These assignments help participants achieve greater economic self‑sufficiency and strengthen local organizations. Employers also benefit from access to a skilled and reliable pool of older workers.
Authorizing Legislation
SCSEP is authorized under Title V of the Older Americans Act to provide paid, part‑time community service opportunities for unemployed, low‑income older adults. The SCSEP Final Rule was issued in 2010, followed by the Performance Accountability Final Rule in 2018.
